Man arrested for allegedly letting child drive car in Ibaraki Pref.

KOGA, Ibaraki -- A man was arrested on June 18 for allegedly allowing a boy to drive a car here, police said.

The man, 31-year-old Shinichi Otsuka, was arrested by Ibaraki Prefectural Police Koga Police Station under suspicion of violating the Road Traffic Act. He is suspected of letting a child aged less than 14 control the steering wheel of a moving car at around 3:15 p.m. on June 6 in this city.

According to police, Otsuka has acknowledged that he let the child drive the car, but was "unaware that his act would be classed as abetting."

Police say Otsuka turned himself in, following media reports about footage of the incident being uploaded on YouTube.
