80% of gov't bodies padded disabled worker figures
Twenty-seven of the national government's 33 bodies had used inappropriate methods to count the number of people with disabilities in their workforces as of June 1 last year, Ministry of Health, Labour and Welfare investigation results released on Aug. 28 showed.
According to the probe, the organizations had padded their figures for decades. This was apparently to make it look like they were meeting their legally mandated minimum ratio of staff with disabilities, which now stands at 2.5 percent.
A total of 3,460 employees were counted without checks of their disability certificates and other relevant documents. The National Tax Agency had the most such cases, at over 1,000. After correcting the figures, the average rate of employment of people with disabilities at national government bodies fell from 2.49 percent to 1.19 percent.
Private companies that fail to achieve the target are slapped with a fine of 40,000 or 50,000 yen per person short of the goal per month. However, the national and local governments are not fined for failing to reach the minimum ratio.
